*LOK SABHA SPEAKER INAUGURATES 85TH ALL INDIA PRESIDING OFFICERS’ CONFERENCE (AIPOC) IN PATNA*

*Patna/New Delhi 20 January 2025*: Lok Sabha Speaker Shri Om Birla expressed concern and anguish on the trend of decline in the number of sittings and erosion of dignity and decorum of Legislatures. Adding that Legislatures are fora for debates and discussions and legislators are expected to fulfil hopes and aspirations of the people, Lok Sabha Speaker cautioned that legislatures are falling short of fulfilling their constitutional mandate with the decline in number of their sittings. He urged lawmakers to prioritize efficient scheduling and effective utilization of parliamentary time in order to address pressing national issues and ensure that the voice of the people is adequately represented. He also observed that the issue of maintaining and enhancing the dignity and prestige of our Houses is of utmost importance. He suggested that all parties should make internal Code of Conduct for Members’ behaviour in the House so that the democratic values are respected. Observing that People’s representatives should follow constitutional propriety, rising above political ideology and affiliation, Shri Birla opined that people’s representatives must respect healthy parliamentary traditions while expressing their ideologies and viewpoints. He made these observations while inaugurating the 85th All India Presiding Officers’ Conference (AIPOC) in Bihar Legislature Premises, Patna, today.

Emphasising that Presiding Officers must run Houses in accordance with the spirit of the Constitution and its values, Shri Birla opined that Presiding Officers must establish good traditions and good practices in the Houses and strengthen the democratic institutions. While strengthening the democratic institutions, Presiding Officers must make legislatures more accountable to the people and through them, fulfil the expectations and aspirations of the people. He urged that on the lines of AIPOC, State legislatures should create platforms for their local bodies for their training and capacity building.

Stressing on making Legislatures more effective and efficient, Shri Birla exhorted the Presiding Officers to promote use of technology, Artificial Intelligence (AI) and social media in working of legislatures. Highlighting that making Parliament and State Legislatures more accessible to the public is the need of the hour, he suggested that information about legislative works can be made available to the general public through technological innovations. Observing that Artificial AI based tools can enhance transparency and effectiveness in parliamentary and legislative proceedings, Shri Birla said that Parliament of India has already initiated this process which is yielding positive results. In this context, Shri Birla informed that ‘One Nation, One Legislative Platform’ will be a reality by the end of 2025. 

Shri Birla stressed that the Houses should function in a conducive environment amidst agreements and disagreements so that higher productivity can be achieved. He also emphasised on improving the efficiency of the Houses and the committees for better accountability and transparency. To increase the efficiency of our Parliamentary Committees, there should be dialogue between the committees of all the legislatures, and the work of the committees should be based on ground reality so that the public money is used in a better way and maximum welfare of the public can be achieved, the Speaker observed.

Noting that autonomy of State Legislative Assemblies is the basis of federal structure, Shri Birla observed that this power which is reflected in the Seventh Schedule of the Constitution is meaningful only when state legislatures carry out their work with impartiality and integrity. The Speaker observed that the State Legislative bodies should use their powers to formulate policies in such a manner that they are in accordance with the local needs and expectations of the people and also help in the overall progress of the country.

Calling for collective efforts to make India stronger, Shri Birla viewed that on issues of national interest, both the Centre and the States must work together with the Spirit of Ek Bharat Shreshtha Bharat. Referring to the role of legislatures in this regard, Shri Birla vehemently noted that legislatures must play an active role in making the nation developed and Atmanirbhar.

On this occasion Shri Birla also released the updated version of ‘Practice and Procedure of Parliament’ (8th English edition and 5th Hindi edition). This updated version edited by Shri Utpal Kumar Singh, Secretary – General, Lok Sabha, serves as a crucial resource for understanding the functioning and operations of the Indian Parliament. It covers a wide range of parliamentary practices, rules, and conventions, providing valuable insights into the legislative process and the roles of elected representatives. The release of this new edition marks a significant step in promoting transparency, effective governance, and a deeper understanding of parliamentary procedures among both lawmakers and the public.

The inauguration of the 85th All India Presiding Officers’ Conference was preceded by meeting of the AIPOC Standing Committee which was chaired by Lok Sabha Speaker Shri Om Birla.

Speaking on this occasion, Deputy Chairman, Rajya Sabha, Shri Harivansh recalled the rich civilisational history of Bihar. He added that this history is also visible in the influence of members from Bihar in the freedom struggle and framing of the constitution. He further observed that India is at an important phase of its development journey and our legislative institutions must be dynamic to keep the constitutional values relevant for the future. He also emphasised that the Indian constitution has remained flexible and evolved with time. As a result, it has withstood the test of time while many other nations in the region have struggled to do so. He added that in coming years, our legislative institutions need to be forward-looking to fulfil the aspirations of the country.

*CHAIRMAN, BIHAR LEGISLATIVE COUNCIL ADDRESSES THE DELEGATES*

Addressing the Session, Chairman of the Bihar Legislative Council Shri Awdhesh Narayan Singh welcomed all the delegates to Bihar and said that Bihar is honoured to host the AIPOC after four decades. Noting that Lok Sabha Speaker has been working tirelessly to strengthen democracy and to promote dialogues among democratic institutions, He opined that Shri Birla’s leadership, as AIPOC Chairman, has guided the Presiding Officers in discharging their responsibilities. He also spoke about the glorious history of Bihar and the contributions of the State to nation building. Shri Singh hoped that the debates and discussions during the two - days Conference will help the legislatures and the Presiding Officers in their efficient functioning.

Delivering Welcome Address, Speaker of the Bihar Legislative Assembly Shri Nand Kishore Yadav said that Bihar is considered to be the center of cultural, historical and intellectual heritage of India. He added that Sitamarhi is the birthplace of Maa Sita which is a religious, historical and modern tourist attraction. Shri Yadav noted that Bihar is the birth place of Lord Buddha, Mahavira and Guru Gobind Singh ji. He added that it is the land where Chanakya stated the principles of politics and Emperor Ashoka gave the message of propriety in governance. 

Observing that the AIPOC is an effective platform to strengthen democracy and promote dialogue and coordination among public representatives, Shri Yadav said that the role of Legislative Assemblies and Legislative Councils is very important in the promotion of democratic values. He added that the AIPOC is not only a platform for exchange of views, but also an opportunity to share experiences and discuss measures to make legislation more effective.

Shri Samrat Choudhary, Deputy Chief Minister, Bihar and Shri Shrawan Kumar, Minister in Government of Bihar also addressed on this occasion. 

Shri Narendra Narayan Yadav, Deputy Speaker, Bihar Legislative Assembly delivered vote of thanks. 

The agenda topic for the 85th AIPOC is:

“75th Anniversary of Constitution: Contribution of Parliament and State Legislative bodies in strengthening Constitutional values”.

The 85th AIPOC was preceded by the 61st Conference of Secretaries of Legislative Bodies in India on 19 January 2025. It deliberated upon the following agenda topic:

“Adoption of modern technologies in our legislative bodies for greater efficiency, effectiveness and productivity”.


AIPOC is being held at Patna for the third time. Bihar had previously hosted AIPOC in 1964 and 1982.
